How do I connect these bulbs with Alexa? What apps do I need?

I want to connect the GE Lighting 93129688 Color Changing Lights to my Alexa device. Can you provide step-by-step instructions on how to do this? Also, do I need any specific apps to connect the bulbs to Alexa?
