No, it is incorrect to install the topside panel on the interior portion of the spa tub. This may void the warranty. The topside panel should be installed on the exterior portion of the spa tub, away from the spa water. The panel surface must be at a 10° angle (minimum). It is also important to ensure that when the spa cover is installed, it does not contact the touch screen surface. The touch screen surface should be flat.
