To report the annual quantity and emissions for your architectural coatings, you will need to follow the guidelines provided by the South Coast AQMD Rule 314 Reporting Program and Support Instructions. Here are the steps to follow:
1. Obtain a Manufacturer ID Number: If you are an architectural coatings manufacturer subject to SCAQMD Rule 314, you must first obtain a Manufacturer ID Number. This number will be used to identify your company in the reporting process.
2. Gather Product Information: For each architectural coating product, you will need to collect the following information:
- Product Code: Enter a unique product code for each product.
- Brand Name: Enter the brand name associated with the product.
- Product Name: Enter the specific name or label of the product.
- Product Type: Specify whether the product is waterborne or solvent-based.
- Category: Categorize the product based on the definitions provided in the instruction booklet or Rule 1113 - Architectural Coatings.
- Product Usage: Specify whether the product is recommended for interior, exterior, or dual-purpose use.
- Coating VOC (g/L): Enter the VOC content in grams of VOC per liter of coating, as supplied by the manufacturer.
- Material VOC (g/L): Enter the VOC content in grams of VOC per liter of material for each product.
- Maximum Material VOC as Thinned: Enter the maximum VOC content in grams per liter of material when thinned with a VOC, as listed in the Technical Data Sheet.
- Averaging Compliance Option: Check the checkbox if the product is sold as part of an approved Averaging Compliance Option (ACO).
- 3-Year Sell-Through: Check the checkbox if the product was manufactured prior to the effective date of the applicable limit, exceeds the limit, and was sold up to three years after the effective date.
- Low Solid: Check the checkbox if the product qualifies as a Low-Solids Coating (contains one pound or less of solids per gallon of material).
- Small Container Exemption: Check the checkbox if the product is sold under the small container exemption.
- 4,000 Foot Exemption for stains or lacquers: Check the checkbox if the product is sold above 4,000 feet.
3. Calculate Annual Emissions and Fees: The online reporting program will automatically calculate the emissions and fees once you enter the data. The emissions are based on the VOC of material and the number of coatings sold. The annual emissions are reported in pounds per year for each product, and the fees are calculated based on the sales volume and emissions.
4. Submit the Report: The fee payment and the Annual Quantity and Emissions Report must be submitted to the SCAQMD on or before April 1st. If you have acquired another architectural coatings manufacturer, you may have an additional 6 months to submit the report.
