I have a motion sensor installed in my outdoor lighting setup and I want to know if these GE Lighting Smart LED Light Bulbs can be used with it. Will the bulbs turn on automatically when motion is detected and can I also manually turn them off without them turning back on with motion?

Yes, these can be used with a motion sensor. If the bulbs are paired with the Cync app together with the motion sensor, they will turn on automatically when motion is detected. However, if you manually turn off the bulbs using the app, they will turn back on with motion. To prevent the bulbs from turning back on with motion, you will need to physically turn them off at the source or fixture where the bulb is installed.
