No, the Blackmagic Design Davinci Resolve Micro Panel is specifically designed to work with the Davinci Resolve software. It is not compatible with Adobe Premiere or Final Cut. While there are other control surfaces available that may work with non-Resolve apps, the Davinci Resolve Micro Panel is specifically optimized for use with Davinci Resolve.
