To adjust the flash output power in Manual Mode on the Neewer 10070994 750II TTL Camera Flash Speedlite, follow these steps:
1. Press the "M" (Mode) button on the flash unit.
2. Use the "+" and "-" buttons on the flash unit to increase or decrease the flash output power. There are 8 levels available: 1/1, 1/2, 1/4, 1/8, 1/16, 1/32, 1/64, and 1/128.
3. Each press of the "+" or "-" button will adjust the flash output power by 0.3 EV (exposure value).
4. Monitor the flash output power level on the LCD display of the flash unit.
5. Once you have set the desired flash output power, you can take your photo.
