To set up and pair the Arteck HW192 2.4G Wireless Keyboard, please follow these steps:
1. Insert the wireless nano USB receiver into an available USB port on your laptop, PC, smart TV, or desktop.
2. Turn on the power switch on the back of the keyboard.
3. The keyboard will automatically connect to the USB receiver within 3 seconds.
4. Once connected, the keyboard is ready to use.
Note: The keyboard has a wireless range of up to 33 feet (10 meters) from the USB receiver.

There are two different pairing sequences for this keyboard, and if you get it wrong, the keyboard will not work. This keyboard is a bit finicky and quirky. Note that the keyboard pairing instructions in the "User Manual" cover the first type of pairing sequence, and utterly fail to even mention the second pairing sequence. Adding to the confusion, some web pages suggest that this HW192 keyboard supports Bluetooth, which it does not.
The first pairing assumes that you have a keyboard and dongle that are already paired to each other - presumably a new, in the box, keyboard. In this case, just plug-in the dongle, and turn-on the keyboard. Usually this should work. Sometimes, the link gets confused, and the keyboard produces strange results. Sometimes, typing through different keys will restore normal function. Otherwise, try unplugging and replugging and turning the keyboard off and on.
The second pairing process allows pairing a random keyboard and random dongle. These dongles are available on Amazon for about $5. The Amazon web page for these replacement dongles is the most "official" source I have found for this second pairing process.
The process is simple, but the order of steps matters:
1) Switch-on the keyboard.
2) Wait for the green power light to go out.
3) Simultaneously press the Esc key and "k" key on the keyboard.
4) Note that the green power light will begin flashing quickly.
5) While the green power light is still flashing, insert the dongle into the USB port.
6) Note that the green power light will flash more slowly.
7) Wait for the green power light to stop flashing.
8) The keyboard and dongle should be paired, and the keyboard should operate normally.
The keyboard and dongle should remained paired with each other over power up-down cycles. If the connection gets wonky, you can always try the second pairing process again.
